My neighbor has an abandoned auto in his drive, jacked up, no front wheels, and I wonder if
there is a county ordinance against such. This is really an eyesore and because he is a
belligerent being, I pause approaching him to discuss. I have my house on the market and
this junk yard is across the road from me really sets a negative tone...no wonder I have no
views!

Hi Ann-
Hope all goes well with you and yours.
Now that Albemarle county has dog ordinances, do you think we would have
hope to address roaming cats? I know we cannot get folks to keep their cats
indoors, yet how about an ordinance requiring all cats to wear collars with
identification when outside? What about a nuisance cat ordinance?
My gardens are a magnet for neighbors cats, as they think the mulch is one
big litter pan. I have pleaded with neighbors to not allow their cats to roam at
will, yet my requests fall on deaf ears and I am tasked daily to rid my gardens
of cat feces—not a fun job, especially when I no longer have a cat.
IF there were an ordinance in place to protect property owners with nice
gardens, that would be heavenly—particularly in neighborhoods where there
is a high density of roaming cats. With ID requirement and nuisance
ordinance, this problem could go away and put the responsibility on the pet
owners.

Hi Ann—Is there anything in the works about roaming domestic cats? My
same troublesome neighbors shove their cats out of the house each AM,
before they use the litter box (as they told me they do not like to clean a litter
box) and the cats trot across Old Orchard and defecate in my yard—every day
—24-7. Another cat comes to hunt my birds at the feeders and also uses any
new mulch as litter box. My pleas go ignored as there are no county
ordinances.
Over the 12 years, I have mentioned to both couples, tried all sorts of
deterrents (at my expense), and get full resistance. Even one neighbor ignores
the dog ordinance and his dog runs into my yard and defecates. I have left a
message on his phone this AM, and next time I will call animal control on the
dog.
Needless to say, this neighborhood is quite a challenge regarding my
immediate neighbors. They know how hard I work in the gardens, yet none of
these people respect my property or right to privacy.
A cat ordinance would be a nice thing for the agenda. What are your
thoughts?
Additionally, I have a neighbor who parked his truck 9 feet away from the
mouth of my driveway, blocking the line of sight. As three children under the
age of nine play on this street regularly, (one is his), I have asked him three
times to return it to the place where it has been on the shoulder for years. Two
calls to his wife, and one email later, the truck remains an obstacle. I called
county police and the officer looked up regs and said nothing is written to
provide clear line of site on one’s driveway. Since we all must back out of our
drives on this road, line of sight is important and in this case child safety is
paramount.
All this is quite trite, yet stressful as a resident and my quality is life is
definitely affected. I do not interfere with any of these people and when I
make requests, I am deemed a troublemaker (bitch).
How about an ordinance about being a decent neighbor???

two years and do not see this property listed. I know it is under new
ownership, as improvements are underway and they are trying to buy all other

Ann, not to belabor the point, but what exactly is going on with the county and Campbell's mess behind me?
NOTHING has changed except the height of the massive weed population over the entire property. Have
you driven by lately?
One neighbor commented last evening, " you must be sick about this property behind you. It must drive your
property value/appeal down." Yes, I fear I would need to give my property away with neighbors who currently
surround me. Too bad Old Orchard does not have an HOA. New owners of Dunn house have erected a hideous
trampoline and slide next to the road, instead of down in the lower yard. I am so sorry to have bought here...I
fear I will never recover my financial/physical improvements.
Indeed, the appeal of Free Union Hamlet is rapidly hitting all time lows. When is Haney going to act on that
property?

It appears that nothing has changed there at all.
Also another question: does the county have an ordinance in place preventing
people from allowing water to accumulate and stand, thus becoming a
breeding ground for mosquitoes? Another immediate neighbor leaves an
abandoned kiddy wading pool out to create this menace. I have asked him for
years to dispose of this and he refuses. I spend much time in my gardens and
now must dress like a hazmat worker to enjoy my gardens.
This is clearly a health hazard and the City does not allow this, so what is the
status with Albemarle. Is there any help for me?

I am not concerned with the building, never have been.
The destruction of the land surrounding the structure is my concern, as the person responsible does not appear
to have a plan and massive erosion is the result. This excavation has also created an eyesore in this hamlet.

Ann, somehow we miscommunicated regarding the standing water issue. I already checked with the Health
Dept and they have no jurisdiction, yet have many calls regarding the problem and felt like a county ordinance

This afternoon my Mennonite neighbor came to take my lattice off the
juggler’s fence which I greatly appreciated.
As he left he looked me in the eye and said if the county ever sites him for
standing water (the new ordinance I rode through), that our relationship
would be over.
I could not believe he would be so paranoid! I told him that kiddy pool
neighbor forced my hand with the ordinance and the other neighbor who is
in a nursing home and has numerous barrels around with standing water,
was sited last week.
Regardless, the Mennonite was adamant. I encouraged him to take measures
not to breed mosquitoes in his open barrels, and assured him I would not
send the county to inspect his property.
Oh well, another mini-saga.
I put an ad in the local paper to see if anyone wants the lattice for free. It is
still in good shape. Go figure. D.

requirements in the county code. On September 8, 2015 Officer Scott Miller look at the way the truck was
parked on that day and gracious enough to provide the count ordinance with his findings. Officer Miller on that
day did not find probable cause to ticket the truck. I have copied and pasted the county ordinance below.

On September 8, 2015 Officer Scott Miller look at the way the truck was parked on that day and gracious
enough to provide the count ordinance with his findings. Officer Miller on that day did not find probable cause to
ticket the truck. I have copied and pasted the county ordinance below.

Ann, Remember the nuisance neighbor who had the kiddy pool? Well here is
his latest harassment activity, which has gone on for years. He now parks
his infrequently used truck on the shoulder, close to the entrance of my
driveway, simply to harass me.
I sent him numerous emails over the years, to let him know that the truck
location is blocking my/visitors view of the road and of kids who frequently
ride bikes there. He could not care less. I contacted VDOT and the local
police and both say there is no ordinance preventing this nuisance. When
building a driveway, VDOT has very specific line of sight requirements, yet
once driveways are in place, people can park anywhere they want on the
shoulder/right of way.
In addition, when the snow plows come down this road, they swerve into the
road to miss his truck and fail to plow the snow away from the mouth of my
drive, causing me (a senior/single citizen) to dig out huge chunks of snow
and ice from my driveway.
There should be laws to protect me from this neighbor. Is the county waiting
for me or my visitors to run/hit a biking child?
Can you do anything to help???

To date I have heard nothing from any officer in Albemarle County. Is it a fact that if tires are on the right of
way, a vehicle may be ticketed? If so, this truck is in violation today and most week days, years on end.

through.

If there is an email record of my recent, numerous correspondences with Office Lowery, I think that all officers
should read them. I have included Ann Mallek in many of them.
1. This truck issue has been ongoing for more than a year. I endured it and dealt directly with the owner,
stating my safety issues with the children, my blocked line of sight when exiting my driveway, etc. When the
owner heard my concerns, he simply parked closer to my driveway, an obvious harassment, and display of total
disregard.
2.This neighbor has been a nuisance on many levels for fourteen years, one of which Ann and I resolved
through a three year process of an ordinance (standing water). This owner also shined a flood light into my
yard every evening until I had the county come out and measure the light pollution, and insisted that he desist.
3.This truck is only occasionally used by owner, as it is not his primary vehicle. Therefore this vehicle can sit for
considerable time in one spot, only being moved when owner mows shoulder. For the past summer, any
officer would have had plenty of time to find this vehicle parked close to my driveway and with tires on the
shoulder. I have photos to support this.
4. Much to my dismay, I am not kept in the loop when/if an officer makes a call on the owner. His wife is home
most of the time, as he works. She and I have had a cordial relationship for years. I have been close to their
young daughter, teaching her how to create her own garden. She stated in recent months, that she can "do
nothing with him."
5. If an officer has called on the residence, the owner's response was to park the truck closer to my drive; with
wheels more on the roadway. So if mediation was attempted, I am not aware, and truck owner is thumbing his
nose at any attempts made by police.
6. I feel I have done my part in this over and over, in attempts to get this harassment stopped. I have asked
VDOT's assistance to no avail, as they have no jurisdiction. I then turned to local police for help, and to date,
no assistance either. What is the law in this situation?
7. Ann Mallek is involved as she knows me and is an advocate. During this truck issue, I have found Albemarle
County sorely short of ordinances which protect long-time residents.
8. This issue continues to be very stressful. I am a single woman, who lives quietly, and this neighbor's
antagonistic behavior is taking a toll.
9. Please advise me as to what will/has been done with this case. Much time has elapsed already and repeated
correspondence to resolve this issue is so far unproductive.

Yesterday I observed the border collie tethered to the construction project at the front of 4261 Free Union Road
and its only shade was under the parked truck. No water observed. The dog appears thin and its coat
rough/uncared for. This condition is surely unfair and cruel to the dog.
As to the audible screaming/shouting/obscene language from the house at 4261 Free Union Road, these
incidents have occurred since December 2015. Alec Campbell is truly in crisis and needs intervention. I will not
contact Alec or his father Bruce Campbell, Free Union (local doctor) as I fear retaliation, since I am an
immediate neighbor to 4261.
What can be done in Alec's case? Can the county or social worker contact Alec's father/mother?
The Free Union postmaster told me Monday that she spoke to Alec about the barking dog and he appeared to
shrug her off. Other neighbors on Old Orchard Road mention the barking too, and this situation needs to be
resolved with help of the county. I think that the dog needs safe care until Alec's unstable emotional condition is
resolved.
This correspondence is confidential. I do hope the county can assist in these matters.

Looks as if this guy’s name is Alec Bruce Campbell and lives at 4261 Free Union Rd. The only charge that I
see is a dog license charge in 2015 and two summons, nothing of real concern in his involvements. However,
I would not recommend that the neighbor go over to talk to him if they suspect some sort of domestic or
disorders in progress. I would really suggest that the neighbors call 911 or the non-emergency number (977-
9041) if they feel an officer should check on something going on at the residence. It doesn’t appear that we
have been called to that residence, at least there are no reports that we have on file for responding there.
They need to call us if they think there is a fight going on, if nothing else we can at least check on it and let
the neighbors know that they don’t have to leave a name of where the complaint come from.

In the house across from the Free Union Post Office is a house owned by Bruce Campbell. It may be
occupied by his son but I do not know.
The occupant of the house has several times in the last month had very loud, threatening, screaming
behavior at someone else in his house. Neighbors can hear the screaming from inside his house to inside
their house. There seem to be some unaddressed issues which may escalate.
His neighbor is afraid to go over to speak to him about his dog’s constant barking. I asked her not to make
contact and put herself at risk.

Today’s dog report is that the dog, Elsa, was tied to a phone pole out in the sun with no water all day. She is
bored and barks continually.
What options are there to help the community with these issues?

Apparently Alec Campbell is on another tangent…madly planting potted
trees into the ground around #4261. I am not sure if he plans a business there,
a nursery of some kind, but I think zoning would need to approve. Today
Alec decided to open a window and blast a radio program in the yard, loud
enough for me to hear inside my house. I called the non-emergency number
and asked that an officer go by and speak to him, as Alec clearly has no
regard about any of his immediate neighbors. Not sure is officer could make
headway, as not sure of ordinance this time of day.
This nuisance neighbor continues to be such and the county wastes much
time and energy looking into situations at this residence.
Were you ever able to contact Bruce about his son’s violent behavior?
Apparently that poor border collie got pregnant and had puppies that Alec or
his enabler is trying to sell through an ad in the PO. The border collie was
barely one year old and as gossip states Alec did not even know that she was
pregnant.
Thanks for your ongoing support on this issue, as I hope you would react if
anything should ever happen to me. I remain uneasy having this individual
residing so close to my home.

Following today's conversation with an Albemarle County Police officer, I am writing to you to see what
legislation is in place or will soon to be in place regarding drones and fly overs.
I reside in the small hamlet of Free Union, VA and a nuisance neighbor obtained a drone last year and spies
into my from his property using his drone. This past Thanksgiving, while he was having a yard party, he flew
the drone over my property. I was out in my gardens and this was quite unnerving and a total invasion of
property.
Officer Lowrey advised me to contact you, as he sees no legislation on the books to protect me or my property
from drone invasion. I do not associate with this neighbor, and have no idea what he does with the footage.
Since walking on my property would be trespassing, why are no laws regarding drones?
What is your advice on this matter? IF there is no legislation in place, then what am I to do?
